SOFRECO is a French consulting and engineering company whose activity covers various fields of development engineering worldwide: economics and public management, industries, the environment, agriculture, education & social development, health (www.sofreco.com)). We work on projects financed by institutions such as the European Union, World Bank and African Development Bank in emerging countries.
The Education and Vocational Training Department was created in 2003. It implements technical assistance projects and manages studies and evaluations in the sector of educational policies and technical and vocational training. It can rely on an extensive network of public and private partners specialised in the implementation of education and training projects in France and throughout the world.
From 2013 to 2015, SOFRECO’s Education and Vocational Training Department provided technical assistance to the EU Primary Education Retention Programme, and is positioning itself to ensure the coordination of the next programme to be implemented. This programme will be implemented in six states of Sudan and specific actions will be carried out in Khartoum, for a duration of 35 months, with a launch planned for 1 June 2017.
In this framework, SOFRECO’s mission will involve:
coordinating the activities of the various partners at national and federal levels;
developing a training plan and coordinating the capacity building actions implemented by the partners;
providing technical assistance to the Ministries of Education of the States targeted.
A team of permanent and short-term international and national experts will be mobilised throughout the duration of the project (35 months). To optimise the project’s implementation, SOFRECO believes it would be useful to place a project director on site in Khartoum, in addition to the project monitoring by head office.
We are looking for a: Project Director based in Khartoum
Profile:
With a relevant university degree certifying five years of higher education (business school, engineering school, MBA or equivalent), a minimum of 10 years of international cooperation experience in the field of education, vocational training or social development.
Very good knowledge of the international cooperation actors and mechanisms for strengthening education policies in emerging countries.
Experience in programmes financed by international funding agencies (European Union, World Bank, etc.)
Interest in development issues; team spirit and good interpersonal skills at all levels in various cultural environments.
Field experience in long-term missions on projects in the education sector and in zones of Africa, Asia, Eastern Europe, the Balkans, former CIS.
Fluent in French and English.
Perfect command of Arabic would be an asset.
Missions:
- Management of relations with the funding agency, implementing partners and beneficiary ministries.
- Planning of activities and supervision of their implementation.
- Mobilisation and supervision of the technical expertise: identification of experts, definition of intervention frameworks, facilitation of missions, quality control of deliverables, consolidation of the project’s narrative and financial reports.
- Management of the project team: local project director, assistant, experts.
- Logistical supervision of the project office and of the activity budget.
- Commercial development actions at regional level (estimated at 25% of the time).
A project director and contract manager will carry out monitoring from head office, under the supervision of the departmental director.
Salary: Negotiable, depending on profile and experience
Location: Khartoum, Sudan.
Business trips should be anticipated: in six states, at regional level.
